In order to store and use the alternative fuels along with regular gasoline, motor vehicles must first be equipped with special conversion kits, which are currently only available in Indonesia as expensive imports. “In the beginning, enabling the use of gas certainly comes at a cost for motorists, because the price of an imported converter kit is around Rp 15 million,” Jayan said. “That’s more than the expected savings on fuel costs over the first year, but over the longer run the cost is recouped in savings on fuel bills.” Locally produced kits might also slash the up-front costs. “UGM [Gadjah Mada University] developed a converter kit back in 2009,” Jayan said. “In one or two years from now, with enough research, the cost of the UGM kit could be reduced. “That time is also required to do safety testing and to establish a maintenance standard.” Jayan estimated the kit would cost about Rp 10 million, while he said a comparable kit developed by state-owned aerospace company Dirgantara Indonesia cost Rp 12 million. A key part of an LGV conversion kit is a new tank for the liquefied gas, which requires sacrificing some space in the vehicle. UGM’s 200-bar liquefied gas tank, which has roughly 200 times atmospheric pressure, takes up space in the car’s luggage area, but other tank designs can fit in spaces where spare tires are normally stored. Also included in the kit are valves and a controller to switch the fuels, a process that can occur while the car is in motion; a regulator to vaporize the liquid gas before it is introduced into the intake manifold; and electronics designed to ensure that the car’s engine control unit continues to operate correctly with the new alternative fuel. Needless to say, such a fuel conversion will usually void the car manufacturer’s warranty. Jayan said the 60-kilogram UGM tank held enough fuel for about 370 kilometers of driving, at a cost of around Rp 50,000. with its new fuel subsidy policy, the government is encouraging the use of CNG or LGV with Pertamina filling stations to supply the alternative fuel. some public transportation vehicles already use CNG, including buses, taxis and bajaj, or auto-rickshaws, while private motorists abroad tend to prefer LNG. One key difference is that LNG is more compressed and has a higher energy density, allowing motorists to travel farther before they have to search for a specialized filling station. Public vehicles, on the other hand, have access to CNG filling stations along their regular routes. There are 28 CNG filling stations in Jakarta, Surabaya, Medan and Palembang. In light of these existing CNG stations, and because CNG has a greater potential for cost savings, some economists have recommended the government’s endorsement of the fuel. They stress, however, that the system will work best if Indonesia has a large base of motorists who have already performed fuel conversions, and building that base will take some time. “The move from petrol to gas must be done gradually by building the industrial capacity to produce converter kits, by education on the safe use of gas fuels and by the standardization of components and maintenance procedures for gas systems,” said Anggito Abimanyu, a UGM economist. “It would also be a good idea to ensure that car manufacturer warranties are still valid after conversion,” he said.
